El desarrollar actividades que impliquen la participación activa de la comunidad en temas ambientales, es fundamental, dado que es la propia comunidad la que maneja mejor información sobre los problemas que la aquejan, lo cual debe orientar el establecimiento, en forma conjunta, de las líneas de acción en busca de solucionar las posibles dificultades que se deben enfrentar.
Creemos positivamente que los municipios deben trabajar en la entrega de capacidades de ingerencia, identificación y prevención de ciertas problemáticas o situaciones que puedan afectar la integridad de las comunidades, es por ello que es vital la formación de la ciudadanía, dando énfasis desde muy temprana edad y reforzarla constantemente.
Desde esta perspectiva, deberíamos recobrar el rol de niños y jóvenes como actores sociales, responsables de sus espacios cotidianos y con capacidad de incidir con acciones y educación en el mejoramiento de la calidad de vida de su comunidad. Con esto, se incentiva y se reconoce la formación ciudadana como un proceso gradual, que debe empezar desde edad temprana para conocer sus derechos y responsabilidades como ciudadanos, en una perspectiva práctica y viva de la descentralización en un ámbito donde el ordenamiento jurídico contempla la participación inclusiva, primer paso para otras dinámicas de participación que la comunidad, a través de los municipios, debe ir ganando.
La inclusión participativa y la descentralización, son conceptos altamente abstractos, que pueden impulsar una discusión a su vez abstracta… y la verdad es que la Comisión de Descentralización y Regionalización no está dispuesta a sólo ocupar tiempo en ella, sino más bien, en impulsar una práctica inclusiva y descentralizadora de la discusión, de los diagnósticos, de la resolución de los problemas medioambientales y el desarrollo sustentable a partir de la fuerza de la comunidad organizada.
